Is it possible to redirect all 404 error page to specific article on my website instead of showing the 404 error message. If yes, do I need to change the English Page 404 of the component and how. Say I want all 404 should be shown with article id 21 in category 2.

Yes,
you can add a new 404 page with HTML code you want to show (the ID of this page should start from 3), and activate custom error page in plugin, putting the ID of the new created page.

Unfortunately for now you can't specify an article ID as "error page". This will be possible in the next release.
